What is the best free or low cost photo editing software that is similar to photoshop?

I am looking for a free or low cost digital photo editing software that has similar features to photoshop or some of the more advanced programs. I would love to hear any reviews of any that you have tried and get the links to them. Thanks!

    I'd have to recommend GIMP. You can download it at http://www.gimp.org
    It's not as good as photoshop, but it's free and shares some features.

    I use Paint.net, and I've found it to be just as good as photoshop with the right plugins (which are free to download off their site)
